if raised, could be a die chip, a zoom into that area might help

not seeing a raised line. With current lighting, you should see a bright highlight on the right side of that dark mark.

Doesn't look like a die chip to me—could be a die crack or die gouge though. A really crisp closeup image of that area would help.

The angle of the lighting is too low. If it were a bit higher, then we could tell if it was raised or incuse. Of it you are using multiple light sources, it is best to use just one bulb on micro photos. It allows the light and shadow affect best.

it is not raised. the mark on the arm is not the same angle as the lettering, but of no vale on the coin
