Hello, everyone. Came across this doing a little coin roll hunting. Missing stars and HA of HALL is barely there. Grease? I have found another Bicentennial with the same issue. Just not as dramatic. Thank you everyone.

May be a Struck Through Grease issue. The fields on the reverse look somewhat rough (under the lighting used for the photography).
