on the obverse of this 1979 D Susan B Anthony dollar coin what are all them dots on the obverse of it is it from the mint that way I'm guessing circulation damage but I want to check with you guys befor I mark it off as a spender

I'm not aware of a "mint error" that can make a coin look like that, so I would assume it's post-mint damage. I can't tell if the "dots" are corrosion pits, or just stains. They look more like corrosion pits to me.

Could be sneeze droplets, or left over fingerprint marks on the coin. Not a desirable coin as they were often spent as quarters, when they are really dollars. (reeds on the edge added to the confusion. Thus the replacement dollars were a different color and non reed edges. Just a spender.
