I'm an experienced bill collector but this one threw me. I got 1000 sequential star notes from the bank in the original BEP wrap. In all 10 packs, the first 84 bills are 2017A New York bills. Then the next 8 bills are 2017A SF bills with the remaining bills from the NY print. This sequence is exact for all 10 packs so I have 80 SF 2017A starnotes mixed within the 10 packs. Any feedback on why they would be mixed like this and not a full NY sequential pack?

Good question. Typically, eastern district notes are printed in Washington DC, and western district notes are printed in Fort Worth, but the BEP isn't consistent on this matter.
Were all 10 packs of 100 shrink wrapped together ?

maybe eight of the NY star notes were themselves defective, and so replaced with SF star notes

@Nick. That was my initial thought too. Just odd to see 2 different fed banks and the bills were made 8 mo the apart.

I'm guessing the BEP found 8 defective sheets before the notes were cut and replaced those sheets with full star note sheets. Usually these sheet star notes are from short runs (guessing serials between L03200001* and L03840000* here?) so that's a pretty nice find!
The latest batch of New York notes were printed in Fort Worth, so it makes sense that they'd use whatever star notes they had on hand there.

Interesting. Check if they are both Fort Worth or DC Notes as they can be printed at both facilities, and also check if there is any serial number patterns on the inserted SF notes within the same and all the packs together and check the sequences before and after of all the NY notes. Most likely just had some issues with some of the NY star notes they printed and just like when a regular note is damaged, replaced them with other star notes they had on hand at the same facility since star notes are in essence just replacement notes and the fact they are different just may indicate issues with the missing NY star notes. So I'm tending to agree with CoinSearcher on that part. Federal Reserve notes printed at the Fort Worth, Texas, facility of the Bureau of Engraving & Printing include a small "FW" in front of the face-plate number.
