Thanks very much for all those pointers. The suggested legend looks spot on. I've trawled through MA-shops, Coin archives, numista and good old Google but no luck. It may need quite a specialised German language reference book to nail it down.
A German immobilization of a Frankish coin, of course - that explains the problems with identifying the emperor and the somewhat garbled legend. Great work, @tdziemia!
