Well, I finally got this coin in hand so here are a couple more photos. Tropicalbats posted a similar coin a short while back you can see here http://goccf.com/t/437102&SearchTerms=ND

As Mike Diamond describes "It's an (internal) partial brockage generated by an overlying broadstruck cent."

edit: I'm seeing a rim design so maybe not broadstruck and Mike's quote was referring to TB's coin only?

As you correctly concluded, the coin that generated this brockage was a normal cent, struck in-collar.
Error coin writer and researcher.

thats a heck of an error. very cool.

i love all the nonsensical abbreviations on that slab label. if you cant already identify the error the label wont be of any help.

I found this amusing as well. There are a total of eight abbreviations in that small space! The BRK took me a second because my mind kept going to the word "break."
