I found this quarter in my change about 30 years ago. I've wondered ever since whether it's a mint error or a poor attempt at a counterfeit quarter. The edge is plain/not reeded. What's your opinion? Mint error or fake?

No reeds? it is possible that the collar did not deploy properly allowing the quarter to slide off center during the strike.
