I'm not so sure that dime is PMD. I recently obtained a 2018 P which is almost identical to this. There's no detail withing the boarders of the head, and it almost looks as though it was restruck with the blank image over the original. On the reverse side there's no detail on the torch, or the plants, except for where the oddly shaped indent is. The letters of AMERICA seem off especially the 'C' and 'A', and you compare the 'E' at the end of 'DIME' to the 'E' at the end of 'ONE' they don't match up either.

Welcome to the forum, your dime like the other posted is just damaged. What you are suggesting is just not possible in the minting process. The scrape marks and displaced metal are clear indications of damage.

Being a post mint damaged coin is not a good thing. Without question your dime is post mint damaged, in fact it is intentional post mint damaged. You should look for coins NOT damaged post mint.

This quarter on ebay looks like your dime. I think the same thing happened to it. I don't think they'll get $50!

I disagree that the front of this dime is post-mint damage. I have one with the same front -- the face is very smooth, you can see where the ear is, and there is a blister in the middle. This blister and smoothness is the same as the one shown by Ported Pennies. It's hard to tell from the photo, but the head of mine is very well polished, shiny, and smooth, but the outline of the head is very sharply defined. There are a few scuff marks (from being in circulation) but there do not seem to be an scratches from polishing. If this dime was somehow worn or sanded down, it was done without impacting anything but the face, and a blister was left in the middle.
The back of my dime looks pretty normal.
