I doubt the customer service will be able to tell you anymore then that. They probably thought the tone was off. I like it... crack and resubmit.

Gets expensive re-submitting, but I'm guessing NGC will grade similarly.

Here is the True View for this one. I really do not see what they are looking at. In looking at other MS 1870's on their site, they all have the same sort of frosty look and most have the same look on the gown. I think I will try sending it elsewhere instead.

here is what PCGS says

94 - Altered Surfaces An altered surface call will be made if PCGS discovers anything has been added to the surface of the coin to either "improve" its appearance or to cover marks, scratches or other surface damage.

i can find anything that would warrant a 94 as well. my best guess is that whomever graded this thought that the dots on the gown constituted surface damage and had no idea that it was die related. like I said I've seen this on other ones. I think PCGS got this one wrong

I agree panzaldi, it's just kind of a pain when they don't take enough time to look into it or compare to others they've graded. Maybe if I just send it in at a higher tier like Express, they would take it more seriously. Honestly if it grades what I think it should, it would need to be express anyways. Or even try onsite grading for it.
thanks for the insights, always appreciated.

if you're near a on-site grading show that may be the best option as it would give you a chance to maybe talk to a grader or at minimum talk to the on-site desk and ask them about the coin and if our thoughts on it hold water

Here's more on code 94 https://www.PCGS.com/grades#grade94
It's an image so I can't copy/paste the text and I'm too lazy to type it out. Note that they specifically discuss lacquer, so maybe that's it. I don't see it on your coin, but I didn't see it on one of my coins either. They're not the infallible service they claim to be, so perhaps submit it somewhere else like ANACS and pick their conservation service. PCGS graded my coin cleaned. ANACS removed the lacquer and straight graded it. Yours is a mid 4-figure coin in MS65 as I'm sure you know, and I certainly wouldn't be satisfied with not knowing what the heck they think is wrong with it.
