I believe the damage done to this coin had to done during production..

Post-strike damage. Happened after the coin left the striking chamber--almost certainly once the coin was in circulation. I've seen similar damage on a variety of US coins over several decades of collecting.

Welcome to the forum! Please explain what makes you feel this had to be done during minting. If we know what makes you think this, it will be easier to explain why it couldn't have happened this way.
