These coins are next to impossible to tell if business strike or proof strike sometimes. The only sure fire way is to match the die pairing up. The scans are not great, I usually keep this one online and use the Internet Archive enhancement tools to help aid me to lighten/darken flip inverese or adjust contrast in their viewer.

personally I wouldnt touch this one without better photos. looks like the obv does have prooflike qualities. good chance its an impaired proof. but if you have interest I would use the link westcoin posted to locate the matching die pairings. do your homework is the best advice I can give
