Are all post-1964 proof quarters silver? Or is it rare to have a silver coin past 1964 in the united states?

Since proof sets were continued in 1968 (no 'proofs' were made from 1965-1967) all sets were 100% clad coins until 1992, when the US Mint started to release both clad AND silver proof sets each year from then to today. Silver coins were dimes, quarters, and Kennedy halves. In 1976, a special silver-clad bi-centennial set was made with the dime, quarter, and half dollar the only three coins. Also, starting in 1983, the US Mint began releasing yearly "Prestige" sets, but I don't know too much about them. They may have each contained a commemorative silver dollar or half dollar or token, but I'm not sure.

The Bicentennial issues were 80% Silver, then beginning in 1992 through 1998 were struck in the same 80%. A 90% composition like the pre-1964's returned in 1999 with the Statehood program. Keep in mind these were all non-circulation struck issues found in proof sets only.

All modern US quarters (circulation or proof) were 90% silver through 1964. All circulation quarters from 1965 through present are clad (no silver). There were two special bicentennial sets, one proof and one uncirculated, each containing a 40% silver quarter (neither meant for circulation).
All silver quarters after 1976 were proof, and were 90% silver again, issued in special silver proof sets (not regular proof sets) through 2018. Beginning 2019, all silver proof quarters are 99.9% silver.

So much bad information in this thread,

"The Bicentennial issues were 80% Silver," 40% silver. The outer clad layers were 80% but the core layer was 20%, the overall composition was 40%.

The basic summation to your question would be- Post 1964 circulation quarters, clad, NOT silver Post 1964 Proof quarters, some silver, some clad, with varying silver fineness depending on year. Far more clad than silver in quantity.
