Second, if you are asking about the lightness of strike on the last few letters of STATES and beginning part of OF, then this could be from a little grease in the die when this cent was struck. However, I do note that this part of the cent is often weakly struck as it is located directly opposite to Abe's shoulder and the available metal seems to flow preferentially into that part of the design. It looks like split plate doubling to me.
