@gold, first welcome to CCF. Second, if you are asking about the lightness of strike on the last few letters of STATES and beginning part of OF, then this could be from a little grease in the die when this cent was struck. However, I do note that this part of the cent is often weakly struck as it is located directly opposite to Abe's shoulder and the available metal seems to flow preferentially into that part of the design.

Ok I'm still not seeing a doubled die, but there is something odd about the letters T and E. It looks like split plate doubling to me.
