Appears to be post-strike damage--and lots of it. Had a long and rough life in circulation. If coins could talk...

First off,

I assume all odd looking coins like yours are post mint damage until proven otherwise. This is what we call a parking lot coin that probably got ran over multiple times. We have many resources on this site to help you determine what you have. Keep asking us, we are glad to help you with anything coin related!

Just damaged, but intentionally damaged, just mint. Someone tried to file part of the edges down.
