2009 D Lincoln - Is This Illegal?

This guy has the IMPOSSIBLE! There's no way he could have had 2009 DENVER coins on Feb 12th. Obviously, either he knows someone at the Hodgenville PO OR he has a fake cancellation stamp.

Is it illegal for the PO to "back date" the cancellation?

Yes, you can't release coins before its date. If you look at $1000 boxes of dollars, it says do not release for circulation until Feb 19th (for the Harrisons). Although it's not illegal, sort of, it is against some regulations of the government.

And yes, it is definitely illegal to dial back the cancellation date. If that was legal, I have a few hundred French Francs that sadly expired Jan 31st that I have to send back to the BdF for redemption

I was in Springfield on Feb 12 and a postal clerk at a cancellation ceremony there told me that they were doing the special collector postmarks at the main post office for 60 days after the event. This applies only to First Day of Issue stamps and special events like the Lincoln Bicentennial. I think that is probably what happened here and not a well-known occurrence unless you are big into stamp cancellation events.

As a side note, I had three sets of four crisp consecutive $5s, each affixed with one of the new Lincoln stamps, hand cancelled at the event

ALL (and I repeat, ALL) of the coins available in Hodgenville were PHILADELPHIA cents. I know; I was there; I saw them myself. If, as biokemist6 says, that the Post Offices were using the Feb 12 special stamp for a period of time after the actual date, then I suppose in theory it is possible for somebody to bring some Denver rolls east and take them to Hodgenville to get stamped. Matter of fact, looking at the photo of the rolls, this has to be what the seller did, because all of the rolls available in Hodgenville that day were String & Son rolls that looked like this:

This seller's rolls are obviously different.

maybe the PO started putting the stamp on the coins before they were released. Like they were getting them ready for customers and wasn't thinking about the date thing and just stamped what they had so they wouldn't have to take the time to do it when someone came and wanted them

Why didn't the PO actual cancel the stamp as pictured on the ebay roll?
$44 is a nice return on $0.50. It would be pretty easy to create that stamp and make your own.
