Hi I was searching for some coins and I came across an oddly rainbow or off coating color 1982 penny. can some one help me! I tried to take a better pic but file was to large

Looks to be toning--a reaction of the copper when exposed to environmental agents. Some staining may be in-play as well. Not uncommon with Lincoln cents. The pebbly surface is likely die to 'dust' issues with the zinc core, to include the emergence of plating bubbles--not uncommon with earlier zinc core cents.

Toning is a natural occurrence when the copper oxidizes.

Not seeing much rainbow toning on the supplied images.
Please provide full coin images (both sides, cropped, to the coins edge, up-right and in good focus.)
