Okay on this 1950 Cent what's going on with the reverse of it I guess it's blank is it from the mint this way or is it some kind of damage

t did not leave the mint that way - however it occurred does not really matter as its just damage.

Agree, it looks like a foreign substance was caked on the reverse.

I'd soak it in a hot water for awhile ,pat dry then soak in acetone it might desolve.
