Post mint damage, scratches from circulation most likely. Better photos might tell us more. Also, please always provide images of both sides of your coin as sometimes we can spot things you may have overlooked.

When you examine these type surface artifacts - ask yourself if they are raised or incuse.

An incuse scratch is always post mint damage, and that appears to be what you have here although the photo is not absolutely clear.
