Damaged. The plating was rubbed off the coin. How could this happen? Note the affected areas are the tops of the highest areas. It could be sanded off or rubbed on cement and the plating can be removed. This is not a error. Like car dings on a car door, this is post strike damage to the coin. Just a spender coin now.

Maybe a parking lot coin or intentional post mint damage.
