A matte finish is not an error, it is intentionally done. Once a coin leaves the mint, a coin can change the surface and colour, depending on the environment it was exposed to.
Would a regular business strike have these lines in it it just looks very odd. Pics don't really show.it has better definition strike than others the rim is different not saying I disagree with you all I'm just asking and learning. Thank you all for yhe replies
Usually, this discoloration is an environmental issue. (Occasionally there is an issue with annealing that might give an odd color. Your images are not clear enough to tell though.)

This any better,one looks regular business the one in question has lines running through it and the other coin the edge looks more round, I matched it up with same year same mint. Not sure if thats any better or not?
