I'm not sure what I'm looking at or of value, if any. Any input is appreciated
2015-Homestead-Quarter-Lamination-Error?

The coin face looks polished, but the affected area around the rim has more of a matte appearance. The whole area is depressed, almost like a bad strike. Forgive any terminology faux pas.

Don't think it is a lamination problem as that quarter is clad.
Please supply a clear picture so we can see what you have.

From what I can tell, it's just a stain.

I agree most likely a stain. It appears (by looking at the arc) that another quarter was on top of this one exposing only that section by 'dollar' and that area got stained or maybe toned.

Please make every attempt to show in-focus full coin photos of both sides - that would help us to help you.

Interesting if it really is "depressed" (incuse).

Two things.
Please provide a closeup of the reeded edge in the affected area. (Maybe there is no copper showing.)
What is its weight, two places past the decimal (0.00)?
