These water spots can't be seen with the naked eyes or maybe just my eyes

Lighting makes it a tad difficult to assess. I'd say somewhere between MS64-65+. Gritty grease strike through on Abe's lapel?

I don't see the water marks. Looks like plating or strike issues. MS-66RD.

In answer to your question, PCGS and NGC will downgrade a coin depending upon the amount, size and so forth of the milk spots. They consider that it does take away from the appeal of the coins although, it is a natural occurrence of the minting process from the Planchet forward. It happens more often on Silver coins.

Normal strike weakness, most evident in the hair and temple flatness. I don't like the right obverse field, several nicks on the reverse columns.
