I am not good at picking these in the higher MS grades, but MS-66 would be OK to my eye.
Breast feathers struck up better than in most examples.

The marks on the left wing and by George's mouth I think will hold this to MS-65.

That wing area does look bad enough to possibly hold this back. Tough call tho. Without that MS66 all day long.
