1974 PL 10ct With A C Mint Mark Below The Date

There are some fun coins out there that shouldn't be or how did that happen. Heres a 1974 PL 10 cent struck through wire just below the date and near perfect position of a C imprint. Sure resembles the USA with there P & D mint marks. I guess the best would be the C for Canada.

It looks like a strike through. Also above the 19 there is something else. New full photos of obverse and reverse to figure out what is going on.

Thats just a reflection of the polyfilm doing a micro picture. The plastic does that. The rest of the coin is fine.
