tough call as to how a TPG would see those scratches.
jacrispies may have called it as planchet roller marks. obviously they affect eye appeal but how much does it effect grade? I'm going with MS63 maybe 64PL and a good shot at DMPL

64 PL, the roller marks should not affect the grade.
