The liberty is melded with the ring, there is no spot the tops of the letters aren't connected. Also

I do not see RPM and for the design, somewhere in the middle of 1982 the Observe Design was slightly reduced in order to move farther from the rim. So you has the strike of the begin of the year an hub use from 1977 till mid 1982.

All of the quarters had problems that year. The swelling of the master hub was the issue. As the dies wore, then the devices were even deeper into the rim areas:

Fixed the following year with a new master hub.
