Better photos needed of both sides. From what I can see in these photos it appears to be damage.

With the blackened coin and bubble, it could also be heat damage but whatever caused it, it is not an error, just PMD

I took a screenshot and zoomed in and it looks like a PMD strike from the reserve (reverse not reserve, bad typo) the color is probably oxidized and rusty. IMO.
