It's a Denver mint coin with a die chip filling the center of the mint mark. @merclover correctly identifies it as a broken post when the chip fills the middle of a device.

On these examples, the bottom of the post broke off below the fields, thus the raised areas above the devices.

CoopHome: What are Broken Post issues? the post forms the inside areas of closed devices. when this post gets broken/altered, the coins will show the issue with the center of the closed devices filled.
