The '61 Lincoln Cent was not a clad coin. Difficult to determine given the images posted, but you may be dealing with a staining or localized discoloration/toning instance, caused by an environmental agent.

Yea that's accurate the coin looks like it's missing it's shine just in that spot the colors are accurate

Low-fat milk stain? The reverse looks like it has something going on at the top of the columns to the right of Lincoln.
