No expert but I'm wondering about the 9 and 3 at the bottom of both looks similar to the MM,also the presumed D under the S looks mushy.If it is a S over D wouldn"t that make it a OMM not a RPM?

It looks like a repunched mint mark to me.

Looks more like a deteriorated die to me. It looks too big to be the other. But I've been wrong before.

I agree with rockdude. The 'bottom' S looks bigger. It should be the same size unless there is a small and large 'S' variety for that year.
