My guess is that
it was rested on a small piece of chlorinated paper in the sun for long enough to achieve the result we see here.

The ways and methods of achieving artificial toning are almost endless.
Always suspicious when I see this sort of thing.

nice impaired proof, we have seen zinc cents that have this same color on the center of the coin, I think we cam to a conesus that it was a thin platting issue.

2007-S was only proof. So it is an impair proof coin who due to the storage change the color because the environment. Is nothing exceptional for this coin. Is nice but not an numismatics interest.
