That's how all 60s are. I believe it was from the master die.

Just part of the normal small date design on these cents.
1960-D-LMC-Small-Date-What-Is-Going-On-With-The-96-In-Date-Die-Deterioration?
(Also note the mark on the '6' that is on all of the small dates that year)
