This is PMD - somebody either used a vise to flatten the sides to make a octagon, but the sides are not that even, or the person took a hammer to it to flatten out the sides. (I vote hammer time)

EDIT: changing my vote from hammer to sanding or grinding due to Spence's post noticing the weight is a bit light.

For sure it is damage, but since this coin is a bit underweight, I'm going to guess that the sides were sanded down. @clw, any chance of adding an image of the edge of this coin to the thread? Thx.

Well look at that - I missed the weight that was supplied in the first post.., so yes, Spence could be the most correct here on this one.
