I do not believe it is, as you posted your question. I went to PCGS photograde and looked at a Liberty Walking half dollar. The words HALF DOLLAR are on top of the rock outcropping. The outcropping seems to be made in a way to highlight the words.
But the quarter dollar you are referring to goes across multiple devices, Washington's cape, coat, water and a couple of ice flows. None of which seemed to be modified to provide a distinct "place holder" for the words. Maybe that is why the coin seems different?

Now that you mention it, the entire bottom half of the quarter's reverse has no field - it is all design elements.

the date on a Buffalo nickel, and Five Cents on a 1913 type 1 Buffalo come to mind

The Pilgrim half dollar reverse has letters, 1620-1920 and stars over the waves.
