It is a die chip on the post then you have one of many dimes minted from that die with a similar, partially-filled mintmark. Unfortunately, in both cases it is just worth face value. Unfortunately, I don't have the coin in-hand to turn it any which way under different lighting and use a range of magnification. I can only assess using the images above.
