Looks perhaps like dried 'crud' or a once liquid film deposited on the coin. Suggest a long soak in 100% acetone--may remove all or most of the offending feature.
Oh I know it didn't come like that lol was just sayin...because it's smooth. I think I'll leave it as is...it is pretty cool and I thought cleaning coins was not a good thing?
with a stained cup holder coin. as stated Acetone should help clear it up. But use PURE Acetone - NOT fingernail polish remove, as it has impurities in it.
