Looks perhaps like dried 'crud' or a once liquid film deposited on the coin. Suggest a long soak in 100% acetone--may remove all or most of the offending feature.

There is no way it came like that, it could happen when the coin was minted.
As suggested, soak it in pure acetone overnight and see if it comes off.

Oh I know it didn't come like that lol was just sayin...because it's smooth. I think I'll leave it as is...it is pretty cool and I thought cleaning coins was not a good thing?

Using 100% acetone will not harm the coin, cleaning coins with vinegar or baking soda will harm the finish of the coin

with a stained cup holder coin.
as stated Acetone should help clear it up. But use PURE Acetone - NOT fingernail polish remove, as it has impurities in it.
