I came across a 1991 Lincoln Cent and was quite surprised to see praying hands on the other side. I have never seen this on a coin before. does anyone have an explanation ?

Just an after-market counterstamp. Some collect them, others consider them a nuisance.

It's the cent praying to not be discontinued HA HA . Coinfrog has the right answer though.

Reverse appears to have some sort of glue or dried (clear) crud on it. A long soak in 100% acetone might clear that away.
