It looks to me more like there may be something stuck to the coin like glue, but it also looks like some of it may be a die crack across the top. Have you tried soaking it in acetone to see of the stuff comes off?

These last pics are awesome! Looks to me like either struck through copper foil or else struck through folded over lamination. Either way, I'd save it in a 2x2.

Looks like an attached lamination peel. (meaning it is peeling, but still on the coin)
