I Agree, Your Correct on a Few things. I do Not believe the coins are Legal Tender, I also believe your correct about No FIJI mint, I think they reached out to A Foreign mint Too

The Fact the " Expert " Stated the U S Mint was Suppose to make This Set in 2022, IMO, This set is a Novelty, a Targeted Shot @ Filling the created Void, The U S Mint promised.
As far as the Coins being brought to collectors, Great Idea, I think All Collectors Should See and Know Exactly what these Are, Educational Wise. These Are Not United States Mint Issued, " Coins "...The American Silver Eagle Series is an Awesome Designed Master Piece .... If people want to Include these in their Collections They Will....
PS, I could See the Collectors that Would Appreciate and Seek, these Newer Foreign Minted Pieces....
