I was wondering if you could help me ID this coin/token. I have no clue in to what it is or where it might be from.

Diameter: 23mm, weight: 2.93 grams

Well the double-headed eagle looks Russian of course, but I don't recognize the shield on it--normally I think that should be St. George slaying the dragon.

Yes very similar, although the shield is a bit different and the rev rim is too. Who knows how many versions of this Spielmarke were made though.

From my experience I thought this was a British token and sold in bulk with one side blank so that merchants could counterstamp it. Victorian-era Pub token?

Here's the design on a gaming token with Victoria on the other side.
