Why are some National Park quarters hard (if not impossible) to find even after sorting through many rolls of quarters?

I think there are 11 other countries using US currency and coins.
That may explain some of it.

Why? I do not know, but it took me searching through many boxes of quarters to find 10 of each one.
I have them listed in en.numista.com for collectors who want to swap coins with me.

I still come across them in circulation and in rolls acquired at banks. Perhaps not an over abundance of them, but still somewhat plentiful. Of course, it may take searching through a few thousand+ rolls--which I've been doing over many years.

I have found them here and there but much less so in recent change vs 10 year old change. One reason according to some articles is the mintage vs the potential number of collectors, many of whom were casual collectors now looking through their change for the different designs. The State Quarters had an average mintage of 348 million coins per design, while the National Park Quarters have had an average mintage of about 67 million coins per design. The much smaller number of coins produced mean that there are less of them to go around. At the height of the State Quarters Program, the US Mint had claimed that 147 million Americans collected the series. Due to the lower mintages, it would not be possible for the same number of Americans to assemble a complete set of National Park Quarters.

Throughout the State Quarters series, banks and depository institutions were provided with special ordering periods during which unmixed quantities of the newly released quarters could be ordered from the Federal Reserve. As a result, many banks ordered and received quantities of each new quarter as it was released, providing a convenient source for their customers to acquire the coins at face value. Unfortunately, similar ordering procedures were not put into place for the new National Park Quarters. Instead, the coins were distributed to meet transactional demand, without regard to specific design. I remember during this period having trouble finding them from banks, although some had luck again due to the uneven distribution.

I had a hard time finding them in the banks in the Northeast. The banks kept telling me that they could not order them or that they had to be special ordered where they had to pay extra' I order mine from a seller and bought them by the rolls.
