Hello, when I first saw this bill I thought some paint dried and got stuck to it. But upon closer inspection under the eye. Those greens are exactly the same. Even has the shimmer. Just wondering if anyone has seen anything like this. I wonder if a xray gun could tell me? This forum rocks. Thanks everyone.

There are ink smear errors that can happen on either side of a note and in either black or green ink. https://www.pmgnotes.com/news/artic...smear-error/

Sometimes they look more like a big ink stain when you look over typical examples or in books. This is blob like which looks a bit more like something dropped onto the note after the fact at first, however sometimes there are blobs of ink also similar to the one posted and like this example (one of many from heritage auctions currency sold listings) that have been graded and sold so it appears to be a genuine ink smear error.

I'm guessing it should probably be examined in-hand by an expert for an accurate assessment. The spatter is green, but it appears to be a darker tint of green than the ink used for the serial number. And, as a personal note, I've seen large, legitimate BEP spatters before but never have they looked so thick.
