Welcome to CCF.
Cool note. I've seen this before and believe it is called a Solvent Smear. My understanding is that the printing plates are wiped between ink applications and sometimes this happens.

Thank you for the added photo. Steve is our currency guy so you now have your answer. Very nice note. You should put it in a Mylar currency holder asap. Careful not to bend the corners when inserting it into the holder.

very nice note. Be careful not to fold, spindle, or mutilate it (I remember that when I used to get government checks that were punch cards.
