Yep, it looks like a planchet that went through the upsetting process to raise the rims but somehow never got struck with coin dies...
Not sure what coin it was intended to become though.

Blank planchets are only scarce, not rare.
The can be bought via ebay for $10 or so.

Ok good to know. My first thought with these is always the knock-out window of an electrical box, but you have ruled that out now.

Was it found in Lebanon?

Technically they come in two types...

Type 1 - a "blank" - is the disk as it was cut out of the sheet

Type 2 - a "planchet" - is run through an upsetting mill to create the initial or proto rim.

A Planchette is used with an Ouijii board and is not a numismatic term.
