Yep, it looks like a planchet that went through the upsetting process to raise the rims but somehow never got struck with coin dies... Not sure what coin it was intended to become though. Type 1 - a "blank" - is the disk as it was cut out of the sheet Type 2 - a "planchet" - is run through an upsetting mill to create the initial or proto rim.
