1990 P Dime Double Struck? Weird Rim

Im curious if this actually occurs. I was unable to remove anything from the rim showing a weird 50/50 coloring

I have a Virginia State Quarter with a similar error. You can see the obverse die was slightly off center. One side of the rim is thicker and the opposite is clearly thinner. It creates that weird double rim effect.

Although, the problem areas on this dime are not matched front to back. The obverse is SE when struck, the reverse area is SW when struck.
