The image is a bit fuzzy and hard to see details, but maybe this coin sat 'heads up' in a caustic or acidic environment.

@miss, if it is just a matter of one side being dull while the other is shiny, then this could be due to one side being exposed to a chemical damage while the other was protected. This quarter wouldn't have left the mint this way though.
