Definitely damage. Modern coins are struck in a collar, sometimes called the third die. This keeps the coin round and forms the edge. The metal sticking out beyond the edge proves that it happened after minting.

Damaged, I would hope that by now you really wouldn't think this could be done at the mint
There are far more ways to damage a coin than there are true error coins. I find it amazing the way folks will go and destroy a coin.
