Looks like a auto cup holder cent. Another coin was sitting on top of it and crud built up around it. Just my opinion since I happened to see your posting.

lots of staining on this coin, and a possible partial vise job. (maybe) Hard to say without full coin images.

Long soak in 100% acetone might (might...) clear some things up.
