What does the "#10131 of 14211" mean? Did they receive a special shipment of 14,211 2011 bullion ASEs directly from a PM dealer (or some other dealer) to grade?

I assume that there were more coins submitted but only 14,211 qualified as MS-70.
That may not have been one submittal. Is it possible that ANACS was keeping a running total of several submittals of the same coin?
