Hard to tell for sure with these pics but looks to be a plating issue of some sort, maybe split plate doubling, not a DDR.

I agree with split-plating. I see it happening also on T of CENT and the E, R and C of AMERICA.

May also be what is known as Plating Disturbance Doubling.
